The Former President's Progressive Warning Overlooks Europe's True Danger: Technological Decline.

The recent US national security strategy offers a flawed view of Europe. It claims that open-border policies and what it terms "progressive" policies pose an grave risk to the continent's identity. However, this perspective rests on a serious misinterpretation of the situation. The true danger facing Europe is not societal but technological and economic backwardness.

A Glaring Growth Gap Between the US and Europe

The data reveal a sobering picture. From 2008 and 2023, American economic output surged by 87%, compared to a mere thirteen and a half percent growth for the EU. Over this period, European income per person dropped from over three-quarters to just 50% of the American figure. Strikingly, even Mississippi now boasts a higher per capita income than several leading European economies like Italy and France.

Currently, about half of the world’s top fifty tech companies are American, while a mere four are from Europe.

The Innovation Deficit: A Critical Problem

This widening economic gap stems from superior efficiency gains in the US, fueled by breakthroughs and higher total factor productivity. The scene of world technology dominance is overwhelmingly US-centric. In the last fifty years, hundreds of American startups have scaled into companies valued at over $10bn, compared with just 14 in the European continent.

This disparity raises a pressing issue: As the competition for future industries like semiconductors, AI, and quantum computing, what is the EU stand? Experts widely concede it is essentially a contest between two involving the United States and China, with European nations starting at a clear handicap.

Underlying Factors of the Continent's Innovation Gap

Several major reasons explain this innovation chasm.

  • Venture Capital: The United States has a far deeper and agile network for financing new ventures. Europe has yet to establish a genuine capital markets union, which limits the growth potential of new firms.
  • Regulatory Fragmentation: Excessive and fragmented regulation hamper European business. A US startup can introduce a product under a single set of laws to access a consumer base of over 330 million. The EU, despite a larger population, is divided among twenty-seven separate regimes, creating significant internal barriers.
  • Mindset Differences: Views on risk-taking vary greatly. In parts of Europe, business failure was historically viewed with stigma, whereas in the US, it is often considered a valuable lesson.
  • Defense Spending: The US benefits from a deeply integrated innovation pipeline linking defense and academia. The continent's chronic underinvestment in military capabilities has eroded its ability in breakthrough innovation.

A Path Forward: Reasons for Cautious Optimism

In spite of these challenges, there are causes for hope. Policymakers are growing more conscious of the severe threat and have begun to advance serious reform. Notable analyses on European competitiveness and the single market point to the need for major changes.

Given appropriate policies and rule changes, Europe's strengths could support far greater levels of commercial innovation.

Europe retains considerable advantages: skilled human capital, top-tier schools and universities, and world-class labs. Coupled with a vast domestic consumer base and substantial household savings, these elements could trigger a surge of venture creation.

Importantly, even if Europe does not take the lead in developing cutting-edge tech, it can still dramatically increase productivity by adopting and adapting innovations from other regions.

A Critical Juncture

Europe now stands at a critical crossroads. As the saying goes, decline often happens "slowly, then all at once". To date, Europe's slide in innovation has been steady. But, without bold steps to address its structural weaknesses, today's slow erosion could turn into a rapid and permanent loss of global economic relevance.
